These systems runs purely depending on Sunlight. Whenever The Sun comes directly on top of a longitude,the time assumed along that longitude is 12 noon,as it advances with the spin of The Earth to another longitude 15 degree apart from the first one and comes right on top of it,the time there is 12 noon again along with that later longitude.
